(ST. CLOUD, Minn.) Prosecutors are not filing charges after a confrontation between Police Chief Steve Todd and a 12-year-old boy. The Minnesota Bureau of Criminal Apprehension investigated a claim that Todd put his hands around the neck of the boy after thinking his bike was being stolen at a baseball game in June. A jury does not find Todd’s actions an unreasonable use of force. The boy was picking up the bike after accidentally knocking it over. Todd said he felt awful.
